Would a unknown hash rate off set a moderate password? - #offgrid

I assume a unknown hash iterations wouldn't protect a weak password. However, what if the password were moderate, would having a unknown number of iterations make breaking the cryptography more difficult or could this be accounted for with modern computing? Example might be having a long password of random letters, numbers and characters with no words but a known hash iterations....but more difficult than a passphrase of several english words, numbers and characters but with a unknown number of hash iterations.
