Am I being hacked?


I have an Xb8 Xfinity modem/router. Four in the last month, because my speed keeps changing, so I keep asking Xfinity to send me a new one. So I know it’s not the router, as it happens to every router. I have WiFi turned off entirely because it keeps getting hacked into. But it seems like someone may already be in my other devices (and hacked into my Ethernet) because even though WiFi is off, strange things keep happening. I’m on “network 24” for my HP laptop and my speed is 1000/1000 mbps. Suddenly the network changes to “network 27” and my speed changes to 10/10 out of no where, even though I haven’t installed any other routers. The network number increasing from 24 to 27 seems to indicate that network 27 was created after my initial network was setup? Every one of the four routers they have sent me does this. A weird network that is not mine is always created after I set up my new modem. So for example, for the last modem/router, mine was network 22 but then network 23 showed up out of no where and the speed decreased again. I can see when it’s happening because momentarily my VPN disconnects when the networks change.So I go to login to my admin sceen and my password no longer works. So then I factory reset the XB8 but the 10/10 speed stays, no matter how many times I change my IPv4 IP address. Previously, when I changed the IPv4 address, the speed would go back to 1000 but it no longer does. When I do speed tests, I’m getting 1400 out of 1000 speed, so it’s not Xfinity giving me slow speeds. Also, my laptop always defaults to 10.0.0.110 for its ip address, which seems strange to me as the DHCP is set to automatic. Am I being hacked? I just don’t understand how a network can change by itself. I have a nasty fight going with the neighbors next door. Some old boomer guy who brags about how he’s a hacker.
