Need some advice.

I have had my phone and basically everything hacked into multiple times regardless of if I change phones/passwords/numbers or reset my phones. I'm trying to figure out how to get it to stop because it is reaping havoc in my personal life regardless of where I go. I know who is doing it but they won't stop and I think I need professional help.
