Website still tracks me even after changing IP, clearing cache etc.

Hello! I am a still new in all this and maybe I'm missing something simple. So, there is a website where you enter cars VIN and it gives all the info about this car(These kind of websites are called VIN decoders). It has a limit, you have only one try a day. On second try it gives message "You have reached a daily limit". Here is a list what I did to bypass tracking:1. Changed IP (used browser extensions, free VPN for chrome and urban VPN)2. Clear cache, data and coockies after each session.3. I'm using brave browser, here is my brave configuration:Trackers & ads blocking  - Aggressive Upgrade connections to HTTPS - Strict Block scripts - enabledBlock fingerprinting - enabledBlock cookies - Block all cookies(enabled)Forget me when I close this site (Clears cookies and other site data when you close a site) - enabled I could bypass tracking only 2 times, after that on every new try they know it's me, despite all my precautions.I've no idea how they're still tracking me and it's so strange for such a low-profile website to use such advanced measures.
