How did someone create a Telegram/WhatsApp accounts with my old, deactivated number?


I received a message from my mum saying that I had signed up to telegram with an unfamiliar picture. It seems like someone has signed up to Telegram using my old number with a stock photo of a woman. I checked WhatsApp, and it's the same thing there - different picture, slightly skewed aspect ratio, reverse image search showing that it's clearly randomly taken off the internet.I called the relevant UK telecom and they have confirmed that it's been long enough that the number would've gone back into circulation, although *it hasn't been assigned to anybody*. When the old number is called, I instantly go to a message saying "the person you are trying to get through to is unavailable", indicating that it might be active, potentially the CS rep's data was out of date (I believe there would be a different message if the number could not be found or truly inactive) although I cannot say for sure as I don't know how this stuff works.Trying to text the WhatsApp number shows the messages aren't being delivered. The Telegram account hasn't been online since it came online (it's been a while). It seems like at least the accounts and/or device that it was signed in on are not active, like this was a one off sign on/up event.I'm really puzzled by this whole thing.
